RST & Associates was founded in 1980 by Scott Tucker, Yolanda Tucker, and Irma Vargas with the intention of providing superior management services for owners of income properties. Today RST manages apartment buildings, houses and Homeowners' Associations in the Los Angeles Westside (including Santa Monica, West Los Angeles, and Palms, among others), Los Angeles, the San Fernando Valley, Glendale, the San Gabriel Valley and Pasadena. RST currently has more than 220 buildings under management. RST and its affiliate, Tierra Properties, are licensed California real estate brokerages.

Property Supervisor

RST Founding Partner Scott Tucker's decades of experience in property management have contributed greatly to the success of RST in the Southern California property management market. Scott learned about property management from the ground up. For four years beginning in 1967, he was assistant manager and then manager of a 50-unit apartment building. In 1971 he graduated from North Texas State University with a BS in Secondary Education. For the next four years he owned a carpet cleaning business that specialized in the preparation of vacant apartments for rental. From 1975 to 1981 he was a licensed California real estate broker and head of the property management department of a large Westside firm. Scott has been a partner and property supervisor at RST and Associates since 1981. He is a member of a local group of property management firms dedicated to industry improvement and education. He holds a California Contractors License and a C27 Contractors License. His interests are tennis and flying.

Yolanda Tucker

Supervisor, Accounts Payable and Accounts Receivable

RST Founding Partner Yolanda Tucker is intimately familiar with the Westside area. She was born and raised in Santa Monica, and is a graduate of local schools and Santa Monica College . From 1974 to 1981 Yolanda worked with a large Westside management firm as property supervisor. In 1981 she co-founded RST. She has trained and supervised all facets of the RST property management team. Yolanda oversees all office functions, with primary emphasis on the vital areas of Accounts Payable and Accounts Receivable.

Investment Counselor and Supervisor, Payroll Department

As Supervisor of the Payroll Department, RST Founding Partner and real estate broker Irma Vargas ensures the promptness and accuracy of the company’s payroll accounting. In addition, she acts as Investment Counselor to the company’s property owners. In this capacity she assists in budgeting, refinancing, sales, and purchasing of investment property.

As founder of RST’s affiliate real estate company Tierra Properties, Irma has for over two decades taken leadership roles in the Los Angeles real estate community. Since 1990, she has been Director of the Apartment Association of Greater Los Angeles (AAGLA), an organization for which she was President in 1996-1997. Irma has served as State Director of the California Association of Realtors since 1988. She is President Elect of the Beverly Hills Greater Los Angeles Association of Realtors and Past President of the Santa Monica Board of Realtors. In addition, she is a member of the Santa Monica and West Los Angeles Chambers of Commerce. As a real estate broker, Irma specializes in Westside residential and greater Los Angeles income properties. Because of Irma's close involvement with the state and local political situation through the Apartment Association of Greater Los Angeles and the California Association of Realtors, RST is able to advise clients regarding current and upcoming legislation that may affect their investment.
